Jagielka overcame injuries to play his part in Telford's play-off campaign
Nine players have been offered terms to stay at AFC Telford United - and Steve Jagielka has signed on straightaway.
"The vibes from the rest are positive, even though we've had to lower our pay levels slightly," said boss Rob Smith.
"I'm looking to keep all nine, and with five others under contract that gives us the crux of last season's squad."
Ryan Young, Liam Blakeman and skipper Stuart Whitehead have been retained, with extended options taken on Lee Vaughan and Andy Brown.
Vaughan and Brown were both being watched by Football League scouts as Telford chased but just fell short of promotion to the Blue Square Premier.
Smith also had praise for the three players released - Indy Khela, Matty Lewis and Mark Danks.
"Indy's been with me a long time, while Matty was really unfortunate to break his leg at the start of last season - but I understand their desire for regular first-team football," he told BBC Radio Shropshire.
"Mark was a late addition to the squad, and while he didn't hit the headlines he was part of a very positive squad."
Smith will not be hurried into new signings, as he expects more than usual to be on the market over the summer because of the recession.
