Redditch United boss Gary Whild says confusion over which league they will play in next season has affected the club's transfer plans.
The Reds will remain in Blue Square North despite initially being told they would move to the South.
Whild told BBC Hereford and Worcester: "That's been the sad thing about the process, we have been talking as though we are going to be in the south."
"Now the players you would have signed for the north may have got fixed up."
Were Boston United to win their appeal to the Football Association over the plan to relegate them from Blue Square North then the Reds could yet be moved again, but Whild is hoping that is not the case.

He insists the Blue Square North is far better for the club as there are more derby matches in the northern division.
"We've lost Worcester, but the attraction is that local teams like Tamworth, Telford, Stafford and Solihull are all in there.
"That would be financially far better for us."
And while he is relieved the club has got what it wanted, Whild admits the indecision has made for a more complicated summer than he expected.
"I've now got to get back to the players who I have been talking to," he said.
"It's changed again as we are back in the north, but hopefully we will see what the outcome is in the next couple of days."
The Reds have so far secured the signature of the former Hinckley United midfielder Owen Storey, while they have also re-signed at least ten of last season's squad.
