AFC Telford United have been put off making Dave Roberts's loan deal a permanent one by the fee put on his head by his parent club Burscough.
"They want over �5,000 which is way more than we will offer," boss Rob Smith told BBC Radio Shropshire.
"We want him, and he wants to come but unless there's a change of heart we'll be looking elsewhere."
And Smith has set a deadline of 27 May for striker Lee Moore to decide if he wants a new contract with the club.
Moore initially turned down a new deal, but Smith said: "I've had further discussions with Lee, but I can't be hanging on and I want an answer from him."
