St Ouen became Division Two champions when they beat St Clement 2-0 in their final game of the season.
The win took them just one point ahead of Sporting Academics, who are also promoted into the top flight.
After a scrappy first-half neither team had scored, and despite St Clement having the majority of play in the second, St Ouen came out better.
St Ouen manager Danny Craven told BBC Radio Jersey: "We had a bit of a dip in form but we've come good in the end."
It may have been a goalless first-half but it would have been a different interval scoreline if it were not for the frantic and athletic efforts of Clement keeper Bruno de Jesus.
Joe Murphy finally scored for the Westerners after a collision between de Jesus and a group of players, while St Clement failed to capitalise on their possession in the second half.

Murphy went on to cement the result with a strong strike after some positive play and a good cross from Scott Samson.
"We're really looking to consolidate our place in Division One next season," explained Craven.
"Hopefully us and Accies can stay up - a lot of the teams that go up come straight back down.
"I think this has been a strong Second Division this season so I'm looking forward to testing ourselves against the First Division."
