The Nigeria Football Association (NFA) is upset that Jay-Jay Okocha has not joined the squad for their 2006 World Cup qualifier against Rwanda on Sunday.
Ibrahim Galadima, the chairman of the NFA, said that the Bolton player should have at least showed up to their training camp in London to set a good example for the younger players.
"Okocha is an influential person in Nigerian football and younger players look up to him for encouragement," Galadima told BBC Sport Thursday afternoon.
"But when he fails to turn up as expected, then he is being very unfair to the team and the nation.
"We understand a hectic season in Europe has just ended but other African players that played there are with their respective countries for the World Cup matches.
"He deserves a good rest like everyone else but if everyone decides not to turn up, then who will play for the country?"
Galadima added Okocha should tell coach Christian Chukwu personally if he cannot play.
"As the captain he should let the coach know when he won't be available and not pull out at the eleventh hour," Okocha said.
"It used to be the NFA who got the blame every time but we've put everything in place to make sure the team succeeds.
"If we all make sacrifices we can succeed easily but when no one is ready to do that, the country football suffers and that's bad."
