The Kenya Football Federation (KFF) has refused to accept the blame for the death of a young fan on Saturday. 15-year-old Collins Miwaya died in a stampede just before the Harambee Stars' 2006 World Cup qualifier against Morocco in Nairobi.
The KFF's second vice-chairman, Erastus Okul, told BBC Sport that the management of the Nyayo National Stadium had questions to answer.
Kenya's minister in charge of sport, Ochilo Ayacko, who is currently in Holland on official business, has not spoken publicly about the incident as planned.
Instead, he has said that the KFF, the management of the Nyayo stadium and the National Sports Council should investigate the death of Miwaya and report back to him by Friday.
Miwaya was killed in a stampede when impatient football fans broke down the gate and stormed into the stadium on Saturday.
"We are sorry for what happened because a young boy died innocently," Okul told BBC Sport, while refusing to accept responsibility for the tragedy.
"If things happened the way we planned, such a stupid death would not have come about.
"I can't say how we [the KFF] are going to help the boy's family until we have had a meeting.
"But the KFF should not be held responsible. The stadium management should say why the gates were not opened on time."
Okul explained that the tickets for the game were only printed on the morning of the match in a bid to stop forgers making their own versions to sell on the black market.
He went on to claim that the gates for people to buy the tickets were not opened on time, all of which contributed to the stampede.
