An invitation by Fifa to Kenya's football representatives has boosted hopes of the country's return to the international fold. The world football governing body handed an indefinite ban on Kenya on 2 June because of alleged government interference in the affairs of the Kenya Football Federation (KFF).
But Fifa has asked members of the KFF, the Kenyan government and other interested parties to dialogue in their Zurich headquarters to resolve the problems.
The meeting will take place on 9 July.
"As the world governing body, it is our duty to reach out and take the important first step of inviting those who represent global, national, regional and club football interests in Kenya to all sit together at one table," said Fifa president Sepp Blatter.
"It is our sincere hope that an open and honest dialogue will bring about solutions - to the satisfaction of all parties involved - to the complex problems facing football in Kenya today."
Kenya's suspension came after the government refused to comply with a Fifa order to reinstate the KFF executive committee which was sacked on 25 March.
The government and the KFF have been at loggerheads for several months over allegations of financial mismanagement.
Sport minister Balala is one of those invited by Fifa to attend next month's meeting, along with Kipchoge Keino, the president of Kenya's National Olympic Committee.
KFF President Maina Kariuki, senior vice-president Haroun Bomet and general secretary Hussein Swaleh are all invited, as is the general secretary of the Confederation of African Football, Mustapha Fahmy.
Two domestic club chairmen - Mark Ageng of Reunion as well as Bob Munro of Mathare United and Fifa envoy Joseph Mifsud will also take part in the Zurich meeting.
