Former England captain Bryan Robson will arrive in Nigeria this week to conclude negotiations on his appointment to the national manager's job.
NFA chairman Ibrahim Galadima announced last Wednesday that the 46-year-old will lead the Super Eagles to the Nations Cup finals.
But the former manager of English Premiership side Middlesbrough said he is yet to reach a final agreement with NFA officials and hopes to sign a contract by the end of the week.
"I should be travelling to Nigeria within the week and I hope that I can tie up all loose ends with FA officials and reach a deal," Robson told the BBC Sport website.
"Until that happens, I will not be able to confirm anything."
The delay in appointing a foreign manager for the Super Eagles has prevented the country from finalising its training plans for the Nations Cup finals in Tunisia.
Nigeria, two-time African champions, face Morocco in their opening Group D match on 27 January.
