Mozambique are threatening not to play in their Cosafa Castle Cup quarter-final match against Zambia after accusing the southern African football body of being bias.
The Mozambicans are furious after being drawn away against Zambia for the fifth time in the seven years of the annual southern African championship.
They are also objecting to a change in the regulations of the draw, which saw last year's four semi-finalists seeded.
The change was made at a meeting of Cosafa president's last month but Mozambique said they did not learn of it until last Thursday.
The Mozambican Football Federation sent one of their members, Faisal Seedat, to Harare to attend the draw, which was held on Sunday when Angola lost 1-0 to Zimbabwe in the last of the first round matches.
Seedat said Mozambique objected to the seeding procedure which he felt favoured countries like South Africa and Zambia.
But his objections were rejected by officials before the draw was made and to compound his fury, Mozambique came up in the draw against Zambia again.
In their four previous Cosafa Castle Cup meetings, Mozambique had to travel to Lusaka and have lost all of the past encounters.
They are scheduled to meet again in Lusaka on May 10, but Mozambique say they will not be able to field a decent team.
"There is no way we will get players like Armando and Dario back from Portugal because the league is not yet finished there and their clubs need them," Seedat said.
"And it is also difficult to get our other players from South Africa for the same reason."
Cosafa are due to respond later this week from their Botswana headquarters in Gaborone.
