Russia will concentrate on its bid to stage the 2018 World Cup after withdrawing from the race to host the 2022 tournament.
Aside from Russia, England and joint bids by Belgium/Holland and Spain/Portugal are still in the running.
A decision on who will host the tournament will be announced by Fifa on 2 December following a secret ballot.
The United States, Australia, Qatar, Japan and South Korea are bidding to host the 2022 tournament.
Fifa rules state that the competition cannot be held on the same continent on successive occasions which meant that with only European bidders still going for 2018 Russia's 2022 bid stood no chance of success.
England also withdrew from the 2022 race last week after the US, who were the only remaining non-European bid for 2018, pulled out to concentrate on 2022.
Earlier this week, the leader of Russia's 2018 World Cup bid Alexei Sorokin claimed disparaging comments he made about rivals England in a newspaper interview were "lost in translation".
Sorokin appeared to criticise high crime rates and the drinking habits of young people in London, adding that English football had a problem with racism.
Bidding for the 2018 World Cup has been overshadowed by the provisional suspension of two Fifa officials following allegations they told undercover reporters that they were willing to sell their votes in the contest.
