Valcke insists that Fifa are monitoring the actions of bidders
Fifa is set to warn countries bidding to host the 2018 and 2022 World Cups that they are banned from doing deals with other nations.
The world governing body has responded to rumours that an unnamed European nation in the 2018 running has cut a mutual voting deal with a 2022 hopeful.
Fifa secretary general Jerome Valcke told Bloomberg: "There are a lot of rumours around 2018/22.
"I think we are monitoring efficiently what is done by the nine bidders."
Fifa will send reminders of its competition rules to members via its ethics committee and there will be a report on the vote-fixing rumours delivered to its executive.
England, Russia, Spain/Portugal, Netherlands/Belgium and the United States are bidding for both tournaments.
Qatar, Australia, Japan and South Korea are also in contention for 2022 - although if a European host is selected for 2018, the other European bids will be excluded from the 2022 selection.
Fifa's executive committee is due to vote on the 2018 venue at a meeting on 2 December.
