Chris Maguire's second-half penalty kept Scotland Under-21s on course for a Uefa Championship play-off as Billy Stark's men secured a point in Borisov.
The Aberdeen striker equalised from the spot in the 64th minute after Paul Coutts had been brought down.
Pavel Nekhaychik had netted a 36th-minute opener after Coutts had given away a free-kick just outside the box.
But Maguire's equaliser means Scotland will top the group if they beat Austria at Pittodrie on Tuesday night.
On a wet pitch at the Borisov Stadium, an early mistake from David Wotherspoon gave Belarus a chance, but Maksim Skavysh could not make the best of a good chance.
Moments later, Barry Bannan fired just wide at the other end.
But the hosts were ahead nine minutes before the break, when Vladimir Yurchenko broke down the right, beating two defenders before teeing up Nekhaychik for a precise finish.
Belarus were on the attack again early in the second half, but Yurchenko could not finish.
They should have been 2-0 up just after the hour mark, when Oleg Veretilo's pass found Voronkov in a great position, but his shot flew over the bar.
Stark had seen enough as he replaced Bannan and Jimmy Murphy with James Forrest and David Goodwillie.
The move quickly paid dividends as Coutts was floored and Maguire fired home the spot-kick.
Stark's side had won in both Albania and Azerbaijan to keep alive their qualifying hopes ahead of the double header against Belarus and Austria.
Losing 1-0 to group leaders Austria has been their only slip up and they began the night a point behind the Austrians and level on points with Belarus.
