Gulliver scored against former club, Oxford City, in 2009.
Defender Phil Gulliver will captain Corby Town next season, despite the arrival of experienced players.
36-year-old Chris Hope has joined from Rushden & Diamonds, and Brett Solkhon scored 46 goals in 289 appearances for Kettering Town.
Corby manager Graham Drury told BBC Radio Northampton: "Phil is only 26. Last year, he proved what a good skipper he was, on and off the pitch.
"But for me, you don't have one captain, you have eleven."
Other signings to Rockingham Triangle include England Under 18 international goalkeeper Steven Norris, full back Paul Mayo from Mansfield Town, and midfielder Scott Mitchell and striker Jack Defty, both from Kings Lynn.
After winning the Southern Football League Premier Division last season, Corby Town open their Blue Square North campaign hosting Harrogate Town.
Drury added: "I don't enter a competition without trying to win it. I don't want to put too much pressure on myself, as it's a big step up. But I think I've signed the right players to adapt."
