The Football Association has insisted that there has been no definitive decision on the future of the National Football Centre at Burton upon Trent. The FA issued a statement saying there would be no further investment at the site in Staffordshire.
But a senior source at the FA told the BBC that discussions surrounding how to make the best use of its �25m investment are continuing.
This could include selling the site or involving a partner.
The centre had been hailed as a state-of-the-art training facility to develop the next generation of England internationals.
Work was put on hold in 2004 due to the FA's financial problems.
An FA board meeting last month decided that the association should not make any further financial commitment.
A statement from the FA added: "The FA can confirm that detailed discussions have taken place on various options for the future of the National Football Centre.
"The FA is seeking the most appropriate strategy to make best use of its significant investment at Byrkley Lodge near Burton-upon-Trent."
The centre, which would have cost �80m to complete, was to include 14 pitches as well as sports medicine and sports science centres.
