Hampshire's plans to bring New Zealand fast-bowler Shane Bond to The Rose Bowl are in doubt. The 32-year-old is signed up for the unofficial Twenty20 section of the rebel Indian Cricket League.
Hants will need to seek a 'No Objection Certificate' from the New Zealand Cricket board before Bond can be officially registered.
However, boards are being encouraged not to issue such certificates because of issues surrounding the rebel ICL.
The ICL has not been recognised by Indian cricket's governing body or the International Cricket Council.
And the England and Wales Cricket Board brought its stance into line with other national bodies by banning any players involved in the rebel tournament from their domestic leagues.
The ECB have said they are "determined to disassociate and distance themselves from any promoter, agent or individual involved in such events".
Bond has played 17 Tests and 67 one-day games for New Zealand, but both figures would have been far higher but for a series of injury problems.
