Several Kenyan players have refused to represent their country in ICC Inter-continental Cup matches. Former captain Steve Tikolo, Thomas Odoyo, Peter Ongondo and Kennedy Obuya were named in a squad to face Namibia in February and Uganda in March.
But they withdrew in protest at the decision to allow the Kenya Cricket Association to continue operating.
"Until we receive further direction from the minister for sport, we won't take up the offer," said Tikolo.
Leading players, including Tikolo, boycotted much of last year's tournament, and a young team was knocked out at the semi-final stage.
The Kenya Cricket Association (KCA) was accused of mismanagement by the government and disbanded two weeks ago.
But the KCA went to court and obtained a temporary order to continue managing the sport.
KCA chairman Sharad Ghai dismissed the protest.
"It is up to them. They are the same people who wanted to play for Kenya," said Ghai.
"That is a political statement they are making and they are absolutely wrong to use their positions to make political statements."
