US Masters holder Mike Weir of Canada, defending champion Jerry Kelly and Glen Day share fifth place on 206.
Woods began the day with a one-shot lead over American rival David Toms, who stumbled to a two-over 74 and dropped 10 strokes back.
"I've always enjoyed being ahead," said Woods after his round.
"If you are ahead and make a couple of mistakes, at least you have that lead and the cushion to right the ship and you can still win the tournament.
"If I get off to a good start tomorrow, then I can play conservative coming home."
