Meanwhile, the president is sending more federal law enforcement agents to cities he says are plagued by violent crime, as he sets himself up as a 'law and order' leader ahead of November's election. Hundreds of Chinese fishing vessels have been operating in North Korean waters, in violation of UN sanctions according to the organization Global Fishing Watch.
