Cubans warned to expect blackouts

Cubans have been warned to expect blackouts and disruption because of US sanctions on fuel from Venezuela. In France, the speaker of the lower house of parliament has been placed under formal investigation over alleged financial misconduct. The European Central Bank is expected to unveil steps to re-energise the Eurozone economy at a meeting in Frankfurt later.
