Libya’s government is considering closing all migrant detention centres after an airstrike which killed 53 people including six children. A strike which could constitute a war crime. It’s been reported guards opened fire on detainees trying to flee the attack. America’s former envoy to Lybia, Jonathan Winer, gives us his analysis of the situation in the country.
