Guildford Borough Council has removed communal smoke alarms from tower blocks and council homes and said it is up to private tenants to install them in their own flats. The borough's housing councillor Philip Brooker said it is following official safety advice from Surrey Fire and Rescue. But Labour councillor James Walsh said residents were not consulted and lives have been put "at risk".
