Why is it so difficult to prosecute for psychological abuse?

Anthony Stansfeld, the Police and Crime Commissioner explains why there has been only one conviction after 70 arrests for Psychological abuse. "It [the new law] did only come in about a year ago and some of the arrests are still in the pipeline. "It's a very difficult one to get the evidence and prosecute. "It's about how it is reported and getting it through the prosecution process."
