The Paris agreement to combat climate change will take force after passing a key threshold of support from the world's CO2 emitters. The agreement will formally come into effect in 30 days' time, on 4 November, but what hope is there that nations and businesses will stick to it? Ethiopia opens a shiny new railway, linking its capital Addis Ababa with a port in the neighbouring country, Djibouti. The multi-billion dollar scheme backed by money from China could transform that corner of Africa.
