Rwanda welcomes Facebook's free internet scheme

Billions of the world’s poorest people have no access to the internet. Facebook's Free Basics scheme offers limited access to the internet for free. But it's proved controversial in India, where this week it was banned over fears about internet freedom. So why is Rwanda encouraging it?
