If a child is born in the summer, their parents could delay their start of school by up to a year. That would be the effect of a proposal made by Schools Minister Nick Gibb in an open letter to parents, local authorities and headteachers. He set out his desire to change the School Admissions Code. Lorraine Dearden is Professor of Economics and Social Statistics at UCL and has researched the subject for the Institute for Fiscal Studies It's an attempt to address some parents' concerns that their children are not ready for school when they have just turned four.
