The Government says it will turn the NHS "upside down" with its overhaul of health funding in England. By putting GPs in charge of a sizeable chunk of the health service budget, ministers say it will do away with the need for so many managers. Simon Cox travels to two areas where GPs are already involved in commissioning services and asks if the scheme will deliver the expected benefits. Producer: Paul Grant.
