He calls himself a 'freedom of information fundamentalist'. But in this programme, he plays devil's advocate and asks if the truth is really always desirable or always in the wider public interest. Through interviews with psychologists, intelligence officers, whistleblowers and academics, he explores the importance of institutional and personal secrecy, and asks what happens when these two areas overlap, or even collide.
