David Cameron will announce a "rehabilitation revolution" under which virtually all prisoners will receive more help turning their lives around, Iain Duncan Smith has said he will call on the Mayor of London to reject plans for Walthamstow's famous dog track and Jobseekers face losing benefits for three years under tough new rules introduced by the government.
