Universal Credit: One Year On

Reporter Catrin Nye returns to Wales to find out if the roll-out of Universal Credit is still causing difficulties for vulnerable claimants.

For generations, governments have sought to simplify the benefits system. The latest attempt, Universal Credit, merged six benefits into one and was supposed to make life better for claimants – many of them vulnerable. But it’s been controversial from the start. Last year, Panorama went to Flintshire in North Wales, one of the first areas to see it rolled out, and revealed that the system was creating hardship. Now, the government has made some changes, so reporter Catrin Nye is returning. Was what she saw a year ago just teething problems, or are there fundamental problems with the new benefit?
