New laws aimed at protecting the Welsh language could cost public bodies millions of pounds. Is money being well spent in areas where little Welsh is spoken, and is it time to rethink how the language is being supported in heartland areas where there has been a worrying drop in the numbers of fluent Welsh speakers?
