The European Union is on the brink of ratifying the Lisbon Treaty. Full ratification will mean that, for the first time ever, Europe will have a president, the equivalent of a foreign minister, and a whole new way of working. Hungary was the first country to sign, and its Foreign Minister, Peter Balazs, says he welcomes further enlargement of the EU. He talks to Sarah Montague about whether Europe is ready for the changes the Lisbon Treaty will bring.
