Whatever else Tony Blair did in power, he did help bring peace to Northern Ireland. His Chief of Staff throughout his time in office was in the front line of the talks from beginning to end. He has now written about that process in a new book and argues that if governments are to make peace they must speak to their enemies. Does that apply to al-Qaeda?
