Just one person attended a two-hour surgery session organised by a councillor who had returned from the US to be there.
Brian Riley rejected calls to quit his seat on Suffolk County Council after moving to North Carolina in April.
Under the rules, he is entitled to his £10,273.74 members' allowance if he attends one meeting every six months.
Mr Riley said just one person attending his Hadleigh seat surgery showed he was keeping on top of issues in the town.

"The surgery provides another avenue for people to be in touch and if they are not here what it suggests is they are already in touch," he said.
"£10,000-a-year is good value for what you get from me. And what you get from me for your £10,000 is my knowledge, my connectivity, my willingness to go the extra for you and to see what you need and see how we can get it."
Mr Riley was thrown out of the county council's ruling Conservative group as a result of his move to the US.
In March he was asked to stand down by the council leader Mark Bee.
Speaking to the BBC, Mr Riley said he was disappointed by the reaction he got when he announced he was emigrating.
He said he plans to continue to represent Hadleigh until 2017 when he will stand down.
