  2. Oxfam says Channel Islands should be on EU blacklistpublished at 17:53 GMT 28 November 2017

    The charity Oxfam has renewed calls for the Channel Islands to be featured on an EU tax blacklist in a report published today.

    The report names 35 countries Oxfam believes should feature according to the EU definition of a tax haven.

    While Guernsey isn't on the Oxfam list of 35 countries, it does feature on a list of 14 jurisdictions found to have a 0% tax rate, which Oxfam says presents a risk to the EU and other countries.

    The report was published ahead of the EU tax blacklist which is due to be published next week.

    A States spokesperson said: "Jersey complies with the standards set by international authorities like the EU, the G20 and the OECD.

    "These standards reflect a global move towards greater transparency and regulation in financial services.

    "By adopting them, Jersey continues to show its ongoing commitment to maintaining high levels of compliance and professionalism in these areas, which the OECD recognised this month in rating Jersey as 'fully compliant' with global standards on tax transparency and information exchange."

    The States has rejected an attempt to reduce the amount of tax Jersey's largest retailers may have to pay.

    The Budget debate includes measures to charge 20% on profits over £500,000 from around 20 of the island's largest retailers.

    Former Treasury Minister Senator Philip Ozouf wanted the States to reduce that to 10% and introduce other measures including cutting the duty free allowance on cigarettes.

    But Ministers said they'd review that proposal and other measures he suggested.

    Plans to means test nursery places for children in higher income families will no longer go ahead after a decision by the education minister to withdraw the plans.

    Deputy Rod Bryans said he took the decision to withdraw the means testing plan after a report by the Early Years Childhood Partnership stressed the importance of high quality nursery education for all children.

    Politicians agreed the means-testing while debating the medium term financial plan earlier this year and it was due to be implemented by September 2018.

    Deputy Bryans said there is still a lot of work needed to get the provision of early years education right but decided to remove the means-testing plan to give parents more certainty over what is happening.

    Currently every three and four year old is given 20 hours free nursery care, whether in a private or States-run school nursery.

    The leader of a political party founded by broadcaster Sandy Toksvig has been in Jersey today to inspire more women to get into politics.

    Sophie Walker of the UK's Women's Equality Party hopes to help the States increase the number of women in the Assembly.

    Currently only 12 of the 49 politicians are female.

    Ms Walker has been invited to the island by States officials, the women's group, the Jersey Soroptomists and the community relations Trust.

    Vehicles that produce a higher rate of pollution could be charged more duty than those emitting less pollution.

    Politicians are voting on the 2018 budget and one of the amendments was to increase Vehicle Emissions Duty at a higher rate for more polluting vehicles.

    Constable of Grouville, John Le Maistre, said he proposed the change as a way to improve air quality in St Helier. He said it would hopefully encourage people to chose low emission or electric vehicles when they change their car.

    A 58-year-old man has been charged with the murder of his wife in Jersey.

    Alfredo Da Costa Rebelo, of Victoria Street, St Helier, is accused of killing Ana Rebelo (pictured) on 4 April.

    Mrs Rebelo's body was found in her home in Victoria Street.

    The charge came after an investigation by States of Jersey Police that lasted several months.

    Mr Rebelo appeared in St Helier Magistrate's Court earlier and is due appear in the court again on 20 December.

    Taxing betting shops in Jersey could lead to local shops closing and drive gambling underground, according to an island minister.

    Deputy Murray Norton described a budget amendment, external to tax larger betting shop profits 10% by former treasury minister, Senator Philip Ozouf as a risk to local companies.

    The amendment by Senator Ozouf also includes cutting the duty free allowance on cigarettes, extending a proposed retail tax to liquor vendors, a new stamp duty of 10% on residential properties sold for more than £10m to people new to Jersey and reducing the proposed retail tax from 20% to 10%.

    Politicians are currently debating the 2018 budget. It is one of a number of amendments that have to be approved before they can start the main budget debate.

    Firefighters in Jersey have started training with the RNLI so they can help crew the St Helier inshore lifeboat.

    They join a team of new volunteer recruits that hope to form a new crew for the lifeboat station after the previous crew was sacked by the RNLI when the charity closed the station earlier this month.

  12. States plan rise in Guernsey taxi farespublished at 14:41 GMT 28 November 2017

    It could cost more to use a taxi in Guernsey under plans to increase fares by the Committee for Environment and Infrastructure.

    The proposals will mean some fares will remain the same whilst others will go up in 20p intervals. The plans are being put out to public consultation.

    If introduced, a two-mile journey on tariff one will not increase and would remain at £6.60, but a two-mile journey on tariff two would go up by 20p to £9.20.

    It will be the first increase in taxi fares since 2015 and would be a 2.5% rise on the maximum fare.

    The changes could be introduced from Monday 18 December 2017.

    An elderly woman is still in Jersey General Hospital after being hit by a cyclist while crossing the road in St Brelade on Sunday.

    The pedestrian and cyclist sustained injuries but the pedestrian had to be taken to hospital by ambulance.

    She was crossing the road at a crossing near Red Houses opposite Waitrose at about 10:40.

    Nobody involved has been named by police and officers are appealing for witnesses.

    Plans to provide a grant to cover the cost of tuition fees for all Jersey students in households earning under £150,000 per year will "help create an educated workforce" according to the education minister.

    The proposals, in the 2018 budget, will be funded in part by removing the higher tax allowance for parents with children at university.

    There will also be a grant of up to £6,500 per year available to help cover the cost of living for students in households earning under £95,000.

    Digital Jersey, the body responsible for promoting the island's technology industry, is being given £449,000 by the States to set up an Internet of Things lab in the island, external.

    The plan is to encourage companies to test new products in Jersey, making use of the island's fast internet speeds and fast mobile network.

    The Internet of Things (IoT) is made up of physical devices, home appliances, vehicles and other items designed to communicate with each other and the internet without needing to be connected to a phone or computer.

    A new plan has been published by the States of Guernsey, external to protect islanders and local businesses from cyber attacks.

    The Committee for Home Affairs says the island must ensure it has the strongest possible grounding in cyber security if it is to continue to thrive as a stable and prosperous economy.

    The committee says Guernsey is a digitised society and technology drives every part of island life from social interaction through healthcare to education and business.

    The new cyber security strategy is designed to ensure the island is as prepared as possible to combat those threats, it added.

    A man has been charged with the murder of 51-year-old Ana Rebelo who was found dead at an address in Victoria Street, St Helier on 4 April.

    Alfredo da Costa Rebelo, 58, was charged with her murder this morning and will appear in the Magistrate's Court later.
