Cold callers! They are so annoying!

Cold callers, you mean, people who call trying to sell you things? ਕੋਲਡ ਕਾਲਰ ਉਹ ਲੋਕ ਹਨ ਜੋ ਤੁਹਾਨੂੰ ਆਪਣਾ ਸਮਾਨ ਵੇਚਣ ਲਈ ਫ਼ੋਨ ਕਾਲਜ਼ ਕਰਦੇ ਹਨ।

Yeah! It’s so annoying when you stop to answer a call and then realise it’s a cold call! Do you have them in your country?

ਭਾਰਤ ਵਿੱਚ ਵੀ ਹਰ ਇੱਕ ਦਾ ਕੋਲਡ ਕਾਲਜ਼ ਨਾਲ ਦਿਨ ਭਰ ਵਿੱਚ ਅਨੇਕਾਂ ਵਾਰ ਫ਼ੋਨ ਵੱਜਦਾ ਹੈ। ਚਲੋ ਇਸੇ ਨਾਲ ਸੰਬੰਧਿਤ ਅੱਜ ਦਾ ਪ੍ਰਸ਼ਨ ਵੀ ਪੁੱਛ ਲਈਏ: ਬੀਮਾ ਕੰਪਨੀ Aviva ਅਨੁਸਾਰ ਹਰ ਸਾਲ ਇੰਗਲੈਂਡ ਵਿੱਚ ਕਿੰਨੇ ਅਣਚਾਹੇ ਫ਼ੋਨ ਕਾਲਜ਼ ਕੀਤੇ ਜਾਂਦੇ ਹਨ ਅਤੇ ਕਿੰਨੇ ਲਿਖਤੀ ਸੁਨੇਹੇ ਯਾਨੀ ਐਸ ਐਮ ਐਸ ਭੇਜੇ ਜਾਂਦੇ ਹਨ?

I think most places have them! I’m always getting calls from people trying to scam me in one way or another!

Ah! To scam ਮਤਲਬ ਘੁਟਾਲਾ। Yes, there are a lot of scammers out there!

I always hang up on them.

‘Hang up’ ਮਤਲਬ ਕੱਟਣਾ। ਸਾਨੂੰ ਅੱਜ ਦੀ ਖ਼ਬਰ ਸੁਣਨੀ ਚਾਹੀਦੀ ਹੈ, ਇਹ BBC Radio 4 ਦੇ ਪ੍ਰੋਗਰਾਮ Money Box ਵਿੱਚੋਂ ਲਈ ਗਈ ਹੈ। ਇਸ ਵਿੱਚ ਗੱਲ ਹੋ ਰਹੀ ਹੈ ਕਿ ਇੰਗਲੈਂਡ ਵਿੱਚ ਕਿਸ ਤਰ੍ਹਾਂ ਇਹ ਫ਼ੋਨ ਕਾਲਾਂ ਪੈਨਸ਼ਨ ਲੈਣ ਵਾਲੇ ਬਜ਼ੁਰਗਾਂ ਦੀ ਪੈਨਸ਼ਨ ਨੂੰ ਪ੍ਰਭਾਵਿਤ ਕਰਦੀਆਂ ਹਨ।

The government has promised it will introduce a ban on cold calling about pensions as quickly as possible. Since pension freedoms began nearly three years ago the Pensions Administration Standards Association estimates a billion pounds of pension money could have been lost to thieves. Other estimates suggest that it’s much lower, maybe tens of millions. But whatever their true figure, these scams typically begin with a cold call.

That’s awful! Nuisance callers are annoying, but that report was criminal!

‘Nuisance’ ਮਤਲਬ ਉਪੱਦਰ! Yes, here in India we have a lot of scams from nuisance callers.

And they’re defrauding older people, too! These people have worked all their lives to save that money!

‘To defraud’ ਧੋਖਾਧੜੀ ਕਰਨ ਲਈ। ਨਵੇਂ ਨਵੇਂ ਆਫ਼ਰ ਦੱਸਣ ਲਈ ਅਣਜਾਣ ਬੀਮਾ ਕੰਪਨੀਆਂ ਵਾਲੇ, ਟਰੈਵਲ ਕੰਪਨੀਆਂ ਵਾਲੇ ਸਾਨੂੰ ਜੋ ਜਾਣਦੇ ਵੀ ਨਹੀਂ ਰੋਜ਼ਾਨਾ ਪਤਾ ਨਹੀਂ ਕਿੰਨੇ ਹੀ ਫ਼ੋਨ ਕਰਦੇ ਹਨ। ਅਸਲ ਵਿੱਚ ਤਾਂ ਇਹ ਧੋਖਾਧੜੀ ਦਾ ਰਾਹ ਬਣਾਉਂਦੇ ਹਨ, ਕਈ ਲੋਕ ਇਨ੍ਹਾਂ ਦੇ ਝਾਂਸੇ ਵਿੱਚ ਆ ਵੀ ਜਾਂਦੇ ਹਨ। Perhaps we could stop these fraudsters by blocking their calls?

I’m not sure, that seems like a short-term approach to me.

‘A short-term approach’ ਥੋੜ੍ਹੇ ਸਮੇਂ ਜਾਂ ਮਿਆਦ ਵਾਲੀ ਪਹੁੰਚ । What do you mean?
Kee
Well, because, whilst it might address the problem of cold calls, it doesn’t address the root of the problem!

ਰਾਜਵੀਰ
‘The root of the problem’ ਮਤਲਬ ਸਮੱਸਿਆ ਦੀ ਅਸਲ ਜੜ੍ਹ। So, you’re saying that the main problem is the cold callers, the people who are ringing.
Kee
Exactly! No cold callers, no cold calls! ?

ਰਾਜਵੀਰ
What do you think a good long-term approach would be, then?

For me, it seems like we need stronger regulations put in place.

ਰਾਜਵੀਰ
Yes. Stronger regulations ਯਾਨੀ ਮਜ਼ਬੂਤ ਨਿਯਮ। Stronger regulations could make cold calling illegal!
Tom
But if they call from abroad what can we do here in England, or here in the UK? How can we regulate in different countries, with different laws? A British policeman couldn’t go to India to stop cold calling!

Kee
I agree, but I think regulators here need to do more, too! Sometimes it seems like companies don’t care about all these cold calls we’re getting!

And regulations! What a pain in the neck, eh?!

Ha ha! ਤੁਹਾਡਾ ਕੀ ਹਾਲ ਹੈ! ਕੀ ਤੁਹਾਨੂੰ ਵੀ ਬਹੁਤ ਜ਼ਿਆਦਾ ਅਣਚਾਹੀਆਂ ਫ਼ੋਨ ਕਾਲਜ਼ ਆਉਂਦੀਆਂ ਹਨ ਜੋ ਕਿ ‘nuisance’ ਹੋਣ। ਕੀ ਤੁਹਾਨੂੰ ਵੀ ਲੱਗਦਾ ਹੈ ਕਿ ਇਨਾਂ ਉੱਪਰ ‘a blanket ban’ ਸੰਪੂਰਨ ਮਤਲਬ ਪਾਬੰਦੀ ਲਗਾਉਣੀ ਚਾਹੀਦੀ ਹੈ ਜਾਂ ਫ਼ਿਰ ‘stronger regulations’ ਸਖ਼ਤ ਨਿਯਮ ਹੋਣੇ ਚਾਹੀਦੇ ਹਨ। ਕੁਝ ਹੋਰ ਸ਼ਬਦ ਵੀ ਸਨ ਜੋ ਅਸੀਂ ਅੱਜ ਸਿੱਖੇ ‘a short-term approach’ ਭਾਵ ਥੋੜੇ ਸਮੇਂ ਦੀ ਪਹੁੰਚ, ‘pain in the neck’ ਜਿਸ ਤਰ੍ਹਾਂ ਅਸੀਂ ਸ਼ਬਦ ਸਿਰਦਰਦੀ ਦਾ ਇਸਤੇਮਾਲ ਕਰਦੇ ਹਾਂ, ਗਰਦਨ ਵਿੱਚ ਤਕਲੀਫ਼ ਦੇਣ ਵਾਲਾ ਅਤੇ ਬੰਦੇ ਲਈ ਅਸਲੋਂ ਤਕਲੀਫ਼ ਪੈਦਾ ਕਰਨ ਵਾਲਾ। ਚਲੋ ਇਸ ਦੇ ਨਾਲ ਹੀ ਅੱਜ ਦੀ ਗੱਲਬਾਤ ਖ਼ਤਮ ਕਰਦੇ ਹਾਂ।
