Today the States will start choosing its council of ministers. UPDATESThe States will meet again on Monday morning to debate and vote on the Committee and Scrutiny Chairmen. Public Accounts - Senator ShentonBoth candidates have pleaded their case for becoming Chairman of the Public Acccounts Committee. Members have voted and Senator Shenton is the new Chaiman of the Public Accounts Committe after receiving 33 votes to Senator Fergusons 19.
Senator Ferguson has now started addressing the Assembly. Senator Shenton has finished his speech and is now taking questions from members. The question session will last twenty minutes after which we should get the result of the PPC vote. After the PPC result Senator Ferguson will address the assembly. Senator Ben Shenton has been nominated for the Chairman of the Public Accounts Committee, he will be up against Senator Sarah Ferguson for the role. Senator Ben Shenton will be the first to address the house. Priviledges and Procedures - Constable GallichanDeputy Gallichan has been named as Chairman of the Priviledges and Procedures Committee after receiving 32 votes to Senator Syvrets 19. There was one spoilt paper. The votes for Chairman of the Priviledges and Procedures Committee are still being counted - results are expected to be announced after questions to Senator Shenton in around 20 minutes.
Senator Stuart Syvret has now spoken to and answered questions from members on why he wants to be PPC Chairman. Votes are being counted and the result should be announced by the time Senator Shenton has finished addressing the house. Constable Gallichan got her nomination in first so was the first to speak and answer questions. Senator Syvret has now started making his argument for why he should take up the role. Candidates for Chairman of Priviledges and Proceedures are currently putting their case to members for why they think they should Chair that Committee. The candidates for PPC Chairman are Constable Gallichan (St Mary) and Senator Stuart Syvret.
A considerable amount of lobbying is likely to take place over the next one and a half hours as Members try to work out whether they will become an Assistant Minister or not - before deciding whether to stand for a Scrutiny post. Updates will be less frequent this afternoon with posts updating you on each of the Scrutiny appointments instead of on the start of every debate. Housing - Senator BreckonSenator Terry Le Main has been re-elected as Housing Minister with 27 votes to Senator Breckons 25. Members have voted to meet back at 15:00. When they return they will first appoint the Chairman of the Priviledges and Proceedures Committee. Votes for Committee Chairmen work in the same way as votes for Ministerial positions. When the Housing Minister has been chosen each of the new Ministers and the Chief Minister will officially take office.
Senator Le Main and Senator Breckon have finished their speeches and answering questions from the house. A vote will now take place and members will break for lunch. After lunch elections will take place for the Chairmen of each of the Scrutiny panels. Senator Terry Le Main has finished addressing the house and has left the chamber. Senator Alan Breckon has now started his speech. A vote will take place in about 30 minutes.
Senator Terry Le Main has started his speech to the house in the hope of winning their votes to become Housing Minister. Senator Breckon has left the chamber for a room away from the chamber. Each candidate has ten minutes to speak and will face 20 minutes of questions. There will then be a vote after which members will break for lunch before voting on the committees and panels. Members are expected to vote for the Housing Minister before breaking for lunch - leaving the votes for Panels and Committees until the afternoon. Senator Terry Le Sueur has nominated Senator Terry Le Main for Minister of Housing. He will compete against Senator Alan Breckon. The debate will take place after the voting rounds have finished for Education Minister. Education, Sport and Culture - Deputy ReedDeputy James Reed has won the vote to become Minister for Education, Sport and Culture with 31 votes to Deputy Herrissiers 22. The final votes for Education, Sport and Culture Minister have been cast. Members have to chose between Deputy Herrissier and Deputy Reed. The third ballot between Senator Routier and Deputy Reed saw the Deputy for St Ouen go through to the next round against Deputy Herrissier after getting 29 votes to 23 cast for Senator Routier. That's now the second vote Senator Routier has lost in this series of votes for the make up of the Council of Ministers. It's also the second of the Chief Ministers Ministerial choices to be rejected. The second round of voting has taken place and 16 votes went to Senator Routier, 16 to Deputy Reed and 20 to Deputy Herrissier. A third ballot will now take place between Senator Routier and Deputy Reed. The winner of this ballot will go into a final ballot against Deputy Herrissier. The second round of voting has taken place and we're now waiting on the result. A candidate needs at least half of the votes to win the post. The first round of voting for Education, Sport and Culture Minister saw Deputy Judy Martin drop off the ballot paper after receiving 11 votes. Senator Routier received 16, Deputy Reed 13 and Deputy Herrissier 12. All four candidates have now spoken and answered questions. The first round of voting is currently taking place.
Deputy Herrissier has finished speaking and answering questions. Deputy Herrissier will speak for ten minutes and will then answer questions for a further 20 before the vote takes place. There will be at least two rounds of voting. Deputy Martin has now given her speech and finished answering questions from members. The fourth and final candidate for Education, Sport and Culture Minister is Deputy Roy Le Herrissier.
The Constables have now returned to the house and Deputy Judy Martin has started her speech.
Deputy Reed has given his speech and answering questions from the house. The order of people chosen to speak is based on the order of nomination. The Chief Minister nominates first and then it is up to how quickly members get their nominations in. Deputy Martin will be next.
Senator Routier has now finished answering questions from Members. The Deputy James Reed of St Ouen will now speak to the house and answer questions. There are currently no Constables in the States Chamber due to the swearing in of Centeniers around the island. As the Chief Minister elects nominee for Education, Sport and Culture Senator Paul Routier has started his speech to the house. He is competing for the role against Deputy Reed, Deputy Martin and Deputy Le Herrisier. Before the speeches started for the Education Minister role the States declared their support for the people of Sark. States Members are back in the house ready to vote for the Education, Sport and Culture Minister, the Housing Minister and to appoint chairmen of the various panels and committees. There are four people hoping to take on the role of Education Minister - as a candidate needs at least half the vote to get elected there may be multiple ballots with a candidate being eliminated in each round - until one candidate has 50% or more. Friday 12 December There are four candidates for the role of Education, Sport and Culture Minister. Senator Paul Routier was nominated for Education, Sport and Culture by Senator Terry Le Sueur. He will be against Deputy Reed, Deputy Martin and Deputy Le Herrisier for the role. The debate and vote will take place tomorrow after a proposition by Deputy Martin called for members to carry on tonight was rejected 44 votes to seven. Senator Stuart Syvret has proposed an adjournment until tomorrow - voting for the final two Ministries in the morning. Deputy Martin suggested the opposite - voting for the rest of the Ministries tonight - starting on scrutiny panels tomorrow. Transport and Technical Services - Constable Jackson
Both candidates have now spoken and members are currently voting for the Transport and Technical Services Minister. Constable Michael Jackson has given his speech and answered questions in the house. Deputy Duhamel is now giving his speech. After he has finished answering questions- within the next 30 minutes - a vote will take place. Constable of St Brelade, Michael Jackson was the Chief Ministers nominee for Transport and Technical Services. He is against Deputy Rob Duhamel for the office. Help playing audio/video Social Security - Deputy GorstDeputy Ian Gorst has won the vote for Social Security Minister. The Chief Ministers nominee received 36 votes to Deputy Southern's 16.
Questions to Deputy Southern (JDA) will start soon. After 20 minutes of questions a vote will take place and nominations for Transport and Technical Services will take place. In light of Senator Le Sueur not getting his choice of Senator Paul Routier for Health and Social Services Minister he has decided to put Senator Routier forward for the Education post instead. After the lunch break Senator Ian Le Marquand and Senator Stuart Syvret will put their case to become Home Affairs Minister to the House. Senator Routier received 21 votes to Senator Perchard's 31.

Senator Paul Routier has finished answering questions and has now left the chamber. Senator Jim Perchard has been nominated for the role of Health and Social Services Minister against the Chief Ministers choice of Senator Paul Routier. Senator Routier is currently giving his speech. Senator Freddie Cohen will carry out the role for a second term. So far he is the only Minister to have been returned unopposed Senator Cohen is one of only two existing Ministers Jersey Chief-Minister Elect, Senator Terry Le Sueur, wants to keep in their old role. Economic Development - Senator MacleanSenator Maclean elected to Economic Development > Senator Alan Maclean has been elected as Economic Development Minister with 32 votes to Deputy Higgins 20 votes.
The question period has now finished for Senator Alan Maclean. He will now leave the chamber while Deputy Higgins gives his speech to the house and answers questions. A vote will then take place. Deputy Southern has now started his speech for the role of Treasury and Resources Minister. He said he was standing for the job because he believes every position should be contested. Deputy Geoff Southern put his name forward to compete for the Treasury and Resources Ministry against the Chief Minister Designates nomination of Senator Philip Ozouf. Each candidate has to give a nine minute speech which is followed by 20 minutes of questions. The candidate not speaking has to leave the chamber. Senator Ozouf is currently taking questions.
