Funding per pupil varies widely
Ministers are accusing 33 English education authorities of having failed to pass on to schools all the funding they were supposed to have done.

But the proportion of the "schools budget" that is being passed on has risen from 86.5% last year to 87.3% this year - the target was 87%. In the annual "naming and shaming" exercise, the Department for Education has also singled out 18 councils which it says have not passed on at least as big an increase as they received from central government. The data also reveal the wide range of funding schools get per pupil, depending on where they are - from �4,265 in Tower Hamlets in east London to �2,380 in Solihull. The department says the figures show schools have had an extra �143m this year. Threat The Schools Minister, David Miliband, said the government had provided "huge resources" for education and it was vital the money got through to schools to raise standards.

"Many LEAs have done well and I'm pleased to see that overall more money is being passed onto schools." But 33 had not delegated enough. "I am disappointed that they have not passed on all the money. In future I expect LEAs to ensure that increased funding gets through to schools." The Education Bill currently going through Parliament will give the education secretary the power to set a minimum level for how much an authority should pass on. It also sets up local forums that would "expose LEA schools budgets to scrutiny", the government said. Rebuttal The figures published on Thursday do not include what is called the School Standards Grant - not to be confused with the separate Standards Fund - which goes direct to schools, albeit via their LEAs. The Local Government Association said education authorities were investing more funds than ever to help all school children to achieve their highest potential. The association's education chair, Graham Lane, said: "Since 1995 local authorities have spent around �4bn more than the government's funding assessment for education from their own resources. "Where funds are not always delegated direct to schools it is because these funds are being used to benefit the whole schools community, on services like student welfare and transport." Other demands Cllr Lane is also chair of Newham in London - one of the 33 authorities that failed to pass on as much as the government wanted. He said many authorities' budgets, his included, were under "tremendous pressure" from the rising costs of social services. It was interesting to note that Rutland - another LEA accused of failing to pass on enough to its schools - had actually spent 10% more on education than the government required it to, he said. "It's time for a new funding system that can address these issues properly," he added. The reform that is being proposed is to split the money into 88% for schools and 12% for councils to provide other education services, such as support for special needs. Cllr Lane said this would work provided the councils' share did not include school transport, which could eat up 6% of the total in rural areas. "It doesn't actually produce any more money, of course, but it makes it easier for people to understand."
