Lord Mandelson has denied suggestions made by Colonel Gaddafi's son, Saif al-Islam, that Abdelbaset Ali al-Megrahi's release was linked to a trade deal between Libya and the UK.
The Business Secretary said "no brokered deal or no agreement between the Libyan government or the British government" had been made.
