MPs have voted in favour of some changes to their expenses system, but only after the government agreed to delay a decision on the controversial "second homes allowance".
After the vote, Gordon Brown told the BBC's political editor, Nick Robinson, that Labour has made the first steps to save taxpayers' money
He also denied that he had changed some of the proposals over fears of a Commons defeat.
