Tories want 'change' after smears

David Cameron has called for changes in the "culture" at No. 10 after a Downing Street adviser sent e-mails smearing leading Conservatives.

Gordon Brown wrote personally of his "great regret" to everyone named in the e-mails, but Mr Cameron the prime minister "sets the culture" and change in leadership was needed at the general election.
