A report looking at different ways in which Northern Ireland can be run better is to be released on Monday. It is part of the Review of Public Administration, which will look at how public services in the province are organised.
The review is examining how many of the 26 district councils the province really needs.
It is also considering the future number of health and education boards in Northern Ireland.
The report sets out five ways in which services can be delivered.
It will be put out to consultation and the responses will form part of the review.

Speaking ahead of the consultation document, Northern Ireland Minister Ian Pearson encouraged everyone to contribute to the debate on the system which will best meet the future needs of the people of Northern Ireland.
"The Review of Public Administration is the first major re-examination for 30 years of how public services in Northern Ireland are organised and delivered," he said.
"The purpose of this document is to promote debate on the most effective and efficient ways to deliver public services in the province in the years ahead.
"I hope that as many people and organisations as possible will take this opportunity to respond to the document and help to shape the future of public administration in Northern Ireland."
"Public sector employees are to be commended for the valuable contribution to society that they make.
"But everyone needs to be open to change so it is vital that we continue to focus on delivering a better service to the public in areas which matter most to them."
