Legislative programme has 30 Bills for coming year
Legislative programme has 30 Bills for coming year
Northern Ireland's first and deputy first ministers have outlined the legislative programme for the assembly for the coming year.

The programme has 30 Bills scheduled across the 10 executive departments. The executive committee has identified a further 21 proposals for legislation.

David Trimble and Seamus Mallon said Bills sponsored by the DUP would be included in the programme, provided the detailed proposals of ministers were approved by the executive committee.

The 21 proposals that have been identified by the executive committee for legislation include:

  • A Resource Accounting and Budgeting Bill to implement resource accounting and budgeting in NI from the new financial year.

  • A Defective Premises (Landlords) Bill to implement reforms in relation to a landlord's liability to repair defective premises which they own.

  • A Family Law Bill which would facilitate the acquisition of parental responsibility for unmarried fathers and modernise law of scientific tests to determine parentage.

  • An Audit (Transfer of Staff) Bill to enable the transfer of staff from the Health Service and Local Government Audit to the employment of the Northern Ireland Audit Office.

  • The Foyle Fisheries (Amendment) Bill will be brought forward to bring the legislation into line with the North-South (Implementation Bodies) Order.

  • A Local Government (Finance) Bill to introduce a new methodology for the distribution of the resources element of grants to district councils.

  • A Game Amendment Bill to amend the partridge shooting season.

  • A Dangerous Wild Animals Bill to regulate the keeping of dangerous wild animals in private collections.

  • Planning (Amendment) legislation to include proposals to clarify and strengthen development control.

  • Protection of Children and Vulnerable Adults Bill to place pre-employment consultancy service on a statutory basis and widen its remit to include vulnerable adults in certain settings.

  • A Carers and Disabled Children's Bill would provide legislation to facilitate trusts in the provision of Carer assessments.

  • Health and Personal Social Services Bill to put in place a framework for the setting of explicit standards and guidelines for the HPSS. `

  • Electronic Communications Bill to amend legislation to the use of electronic signatures and data.

  • A Housing Bill which includes new arrangements for housing legislation.

  • A Transport Bill dealing with matters including travel concessions, the development of public/private partnership to improve bus and rail services; road user charging; work place car park levies and a legislative framework to support modern and safe rail travel.
