Three landlords in Stoke-on-Trent are facing prosecution after police sent under-age volunteers into their pubs to buy drinks. They were the only licensees, out of 28 tested by police, who failed to comply with the law and served the youngsters.
Licensing officers, who called the sting Operation Sangria, said volunteers visited 17 off-licences and 11 pubs.
The landlords could be fined 1,000 and could also lose their licences, the police warn.
