A �19.5m funding bid is being made for a new "rapid transport scheme" in Brighton and Hove. The city council is submitting its application for the money to the Department for Transport on Friday.
One of the council's "transport priorities" is a fast, limited-stop service along the seafront.
It would connect the city centre with the King Alfred sites in the west and Brighton Marina in the east, with links to other transport interchanges.
A direct service to the Royal Sussex County Hospital is also proposed.
Park and ride
Councillor Gill Mitchell, chair of the council's environment committee, said the rapid transport scheme would "encourage less car journeys, give people increased travel choice and help us fight congestion and pollution".
The council said its bid involved "hybrid electric vehicles" which are fuel efficient and have low emissions.
If it is successful the money would be spent on initial start-up and operating costs.
Funding is also being sought for a potential park and ride site to link the service with the north of the city.
"[It would] provide swift journeys into the city centre for those visiting or travelling to work from outlying areas," said Ms Mitchell.
