Government permission has been granted for a giant wind turbine on the Mendip hills, despite local opposition. Planning inspector David Lavender's decision follows a three-day public inquiry last month.
In his letter, he said the need to meet renewable energy targets outweighed the visual intrusion of the 102m-high structure on the landscape.
But Mendip district councillor Bill MacKay said: "I consider that this is a very disappointing outcome."
Mr Lavender's letter highlighted a shortfall in Somerset's target for wind energy generation.
Mr Mackay said: "Though I am fully committed to renewable energy in all its forms, this turbine proposal is, as I told the inspector, too large and in the wrong place.
"There are other parts of the district where wind turbines could be considered in preference to the valued landscape of the Mendip plateau."
