Officials in Boston say they had a very positive meeting with county highways managers about traffic problems in the Lincolnshire town. Campaigners have been lobbying the county council for a bypass.
They say travelling a few miles across Boston at peak times can take up to an hour with John Adams Way described as "Lincolnshire's M25" by some motorists.
Phil Drury, head of regeneration at Boston Borough Council, said they made a lot of progress at Tuesday's meeting.
'Popular town'
"We are listening to the problems, we do experience them ourselves," he said.
But he warned a bypass would not solve all the town's traffic problems.
"If the bypass was to happen there would still be a significant amount of people, visitors who come to the town for a number of reasons - for work or whatever - who would still want to get into the town centre," he said.
