All households in the South Hams are to get seagull-proof wheelie bins for their rubbish. Up until now residents have used black bags, but they have been frequently attacked by birds and other pests.
Now South Hams Council is taking action to try and combat the problem, and as part of a wider recycling scheme.
Council spokeswoman Paula Brooks said households in Dartmouth would be the first to receive the bins, with everyone having them by 2006.
Encourage recycling
"Currently all households can put their domestic refuse out in black sacks and they are easy and efficient," she said.
"But because it is a weekly collection, when people put out their refuse very early it is prone to seagulls and vermin attacking the sacks and the litter gets everywhere.
"The current system also does not encourage recycling and composting and that is something we are keen to do."
The new council scheme will see two different types of wheelie bin introduced.
One will be for any rubbish that cannot be recycled or composted, and the second will be for organic or kitchen and food waste.
Coloured sacks are also to be introduced for residents to gather recyclable items such as newspapers, cardboard, plastic, tin cans and steel and aluminium.
