One student called Claire has begun her teacher training at Oxford Brookes university but is still awaiting student loans payments.
She said the delays had caused her a lot of stress and she felt let down by the system.
As many as 50,000 students in England might not get all the money they are due until mid or late October, according to the Student Loans Company.
The body, which organises loans for the government, says all who applied on time should receive at least the "basic level" loan soon after courses start.
