As many as 50,000 students in England are facing financial hardship at the start of term because of delays processing their loan applications.
The Student Loans Company, which organises loans for the government, said all those who applied on time should receive at least the "basic level" loan soon after courses started. Parts of the loans which are means-tested will be most affected.
