Prime Minister Gordon Brown has said Britain and Pakistan needed to work together to counter terrorism in both countries.
He was speaking after raids in north-west England had to be carried out early because of a security blunder.
Britain's top counter-terrorism officer Assistant Commissioner Bob Quick quit after he was photographed displaying a secret document as he arrived at Downing Street on Wednesday.
Mr Brown said Mr Quick had apologised for the blunder.
